Why wasn’t Peter Cullen in the TRANSFORMERS movie as Optimus Prime’s hologram driver?

There were plenty of things they could have done to make the 2007 Transformers movie “more Transformers related”.
1. Peter Cullen as the hologram driver of Prime.
2. Add Decepticon logos on the Decepticons.
3. Have the movie more about the Transformers since they are the friggin title of the movie since the movie isn’t titled, “HUMANS with robots”.
